The problem is with the Application Preferences and thus clearing the cache or changing the host won't work in this case. Neither will the download of external download manager work. You may be able to change where files are downloaded by default to keep everything more organized on your device. Use a Third-Party File Explorer. While the built-in file manager works well enough in Android, it’s not perfect. Go to Settings - Data usage - Download Manager -- restrict background data option (disable). You could try any downloader like Download Accelerator Plus (works for me).
